The Community Council would like to hear your views on the 20mph members bill in the Scottish Parliament, submitted by Mark Ruskell (Green Party). The full consultation document can be downloaded from the Scottish Parliament Website here.
The bill proposes reducing the default speed limit on restricted roads from 30mph to 20mph, whilst giving local councils the power to retain specific streets as 30mph zones where suitable, e.g. as designated through routes. Whilst many communities have already benefited from being reclassified as 20mph zones, the approach in Scotland to date has been piecemeal, resulting in some local councils having no permanent 20mph zones in place at all.

Resurfacing of Dunblane’s Historic Route welcomed by cyclists and walkers
Dunblane cyclists and walkers have welcomed the resurfacing of a short section of the National Cycle Network (NCN) 765 between Doune and Dunblane.
The works, which saw an existing farm track (the historic Old Doune Road) upgraded to a tarmacked surface, were carried out over February and March by Stirling Council, in partnership with Sustrans Scotland and Transport Scotland, and the local landowner.
Sustrans Scotland volunteer and local resident Bridget Clark said the community was delighted that the track had been upgraded to accommodate all abilities. She added: “The track is now perfect for commuting cyclists, school children, families, cycle tourists, walking groups and people using disability scooters to get out into the country with spectacular views over the Trossachs.
“People can then follow the NCN 765 signs down a path to cross the A820 and reach the popular old railway line into Doune.”
Leaders of the local health and buggy walking groups welcomed the upgrade and said, “We’re really pleased to add the route to our schedule, since it was too wet and muddy before, particularly for the mums and their prams and buggies”. Map maker Chris Beacock added: “It’s a fantastic cycle to my work in Doune.”
Local teacher Sharon Milne noted, “I feel so much safer than cycling amongst the fast traffic along the road”.
School cycle trainer Cameron McMillan added, “This route will be great for novice cyclists and families to explore and gain confidence in a quiet setting. We will be launching a new cycling group called DunblanebyCycle on May 7th at the Braeport Centre.”
“Yes and our updated Green Travel Maps will help people explore our local country and heritage” added Bridget. “This ancient route brought St Blane to Dunblane, drovers to the Falkirk Tryst, and the regent Murdoch Stewart who was captured here and beheaded by James 1st at Stirling Castle! “
The Stirling Marathon starts at Blairdrummond Safari Park and after nine of the 26.2 miles will arrive in Dunblane via Doune. The 6,500 runners will come down the Doune Road, detour up along George Street, then along the dual carriageway to the Keir roundabout and then to Bridge of Allan. See the route through Dunblane.
The race starts at 9.00am, so the first runners could be in Dunblane around 9.40. Road closures are likely to be between around 5.00am and midday - hopefully nearer the time there will be more information.

Transition Stirling is a Stirling based environmental charity; in the past year we have opened a new community resource offering free tool loans to individuals and community groups accross the Stirling area.
The tool library works just like an ordinary library, except instead of borrowing books you can borrow all sorts of equipment. We have over 300 items in our tool library; from sewing machines and drills & saws to mechanical tools, gardening tools and cooking equipment. We are currently looking forward to being able to offer a delivery service for this which will also enable us to deliver tools and equipment to people accross the region. You can find out more information and view our tool library catalogue online through our website at www.transitionstirling.org.uk.

A public hearing will be held on
Tuesday 25 April 2017 at 1400 in the Cathedral Halls? This is about
Allanwater Development’s attempts to build on the top of Holmehill.
http://www.holmehillblog.org/wordpress/?p=2439
For more detail :
http://www.holmehill.org/TheCampaign/PurchaseNotice.html .
On 2nd March 2017 Stirling Council’s Local Review Body rejected Allanwater Developments’ two appeals against the Council’s Planners. Allanwater had put forward two plans for the same spot on the top of Holmehill: one for a luxury private house and the other for an office block. These were originally rejected last year; yesterday the Council’s Local Review Body confirmed these rejections.
In presenting their decision, members of the LRB noted that planning decisions have to reflect the policies currently in force. This once again underlined two key points: firstly that although a mansion was demolished on the site 37 years ago, it would be wrong to build another today; and secondly that a planning agreement signed in 1987 is no longer relevant.
